Vancouver has awarded two more business licenses to Scooter Health Society (formerly Eden) at 3441 Kingsway and WestCanna at 700 W Broadway. The city also gave out their fifth business license earlier this week.
Both new businesses had been at the last of the city's three stages of licensing for several months. Eight more business currently wait at this last stage (Development permit), with another 24 businesses at the second (Conditional permit) stage.
Eden Medicinal Society has 5 locations, with 2 in BC and 3 in Ontario. WestCanna only has one location. WestCanna has remained open through the licensing process. Scooter Health Society (Eden) is opening their doors today.
Scooter Health Society faced some opposition from a nearby Catholic church which objected to the retail store being within 400 m of their church. Vancouver regulations stipulate business must be at least 300 m away from churches, community centres, schools, as well as other dispensaries and compassion clubs.
The petition was supported by the St. Mary's parish priests and by Adrian Dix, NDP MLA for Vancouver-Kingsway. Dix said his opposition was not to medical marijuana or if it should be legal, but that Vancouver shouldn't be passing regulations that contradict federal law.
"They can't change the federal law." he said. "The city can't control whether it's legal or not."
Vancouver's Medical Marijuana Related Use (MMRU) licensing program is in contravention of Canadian federal law, part of a history of Vancouver and their police department from deprioritizing enforcement of Canada's cannabis laws. Vancouver city councillors stated when they passed their new rules in 2015, stating they had to do something as federal medical cannabis policy was failing. The MMRU regulations seek to regulate the businesses, but not the products they sell, although the city has placed a ban on edible cannabis products beyond simple oils.
Canadians can currently only legally access medical cannabis from Health Canada-regulated licensed producers who only distribute via mail order. Those Canadians with authorization from Health Canada can also now grow their own medical cannabis.
